January looks to have been a slow month for retail sales and February, due like January to heavy weather, has opened below plan. Redbook's year-on-year same-store sales rate is at plus 2.8 percent for the week vs a slightly more than 3 percent trend for January.

The final verdict for January retail sales will be posted on Thursday with the government's retail sales report where the Econoday consensus, reflecting the month's severe weather, is at minus 0.1 percent.
