In the first effects of 2018 tax changes, January's Treasury budget came in at a nearly as-expected surplus of $49.2 billion. Excluding special factors, January's surplus was $20 billion which shows little change compared with $33 billion last January.

Changes in receipts are narrow and mixed with individual tax receipts up a year-to-date 9.6 percent in January and corporate receipts down 11.0 percent. December's year-to-date readings were plus 10.8 percent for individual taxes and down 18.1 percent for corporate taxes.

Five months into the fiscal ear, receipts are up 4.2 percent at $113.1 billion and also little changed from December's year-to-date gain of 3.9 percent. But outlays, at a gain of 5.1 percent to $130.6 billion, have come down slightly from a 7.2 percent pace a month ago.

Consensus Outlook
The Treasury budget for January will offer the first data on the effects of this year's tax cut. The Econoday consensus is calling for a surplus of $51.0 billion.

The U.S. Treasury releases a monthly account of the surplus or deficit of the federal government. Changes in the budget balance reflect Federal policy on spending and taxation. The government's fiscal year begins in October.  Why Investors Care
